Full Description
The Mitigation Action Facility launches an annual Call for Projects to finance ambitious climate mitigation projects that can drive sector-wide, transformational change in ODA eligible countries. The Call for Projects 2026 provides grant based funding for projects that combine Technical Assistance with Financial Cooperation, meaning projects should pair enabling measures such as policy advice, capacity building, market enabling reforms, and technical support with financial mechanisms that unlock and scale low carbon investments. The 2026 Call focuses on the priority sectors of energy, industry, and transport, and also welcomes cross sectoral projects that are clearly linked to one of these three sectors. Applications are submitted in stages. First, applicants must submit a Project Concept during the Concept Phase using the Open Application Platform. Shortlisted concepts proceed through later steps such as pitching and a Detailed Preparation Phase where a full Project Proposal, safeguards, governance arrangements, and detailed financial mechanism design are developed before final funding decisions. Projects are expected to be implementation ready, aligned with national strategies and climate objectives, and designed for scaling and replication, including clear leverage of additional public and or private capital. Gender equality and social inclusion is expected to be integrated through an intersectional approach with concrete measures.
Eligibility
Projects must be implemented in a country that remains ODA eligible throughout the envisaged project implementation period. The Call is open to all ODA eligible countries with no regional preference. For ASEAN, this generally includes Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor Leste, and Viet Nam, while Singapore and Brunei are generally not eligible as the country of implementation. Project Concepts must focus on one of the three priority sectors energy, industry, or transport, or be cross sectoral but clearly linked to one of them. The requested funding for implementation should be within the range of EUR 5 million to EUR 25 million, excluding any funding for the Detailed Preparation Phase. The project implementation duration must be between 36 and 66 months. Eligible applicants for submitting a Project Concept include a national ministry, noting that a separate legal entity will need to be identified later as an Applicant Support Partner for contracting purposes, or a legal entity that meets capacity and eligibility expectations and can obtain sufficient government endorsement for implementation, provided later via endorsement letters during the preparation phase. Applicants can submit up to six Project Concepts in this Call.
Funding & Benefits
Grant based support for implementation in the range of EUR 5 million to EUR 25 million per project, combining Technical Assistance and Financial Cooperation. Selected concepts can receive funding for a Detailed Preparation Phase of up to 12 months to develop a full implementation ready Project Proposal. Implementation duration must be 36 to 66 months. The overall Call envelope is stated as EUR 100 million for the 2026 Call.
