Full Description

Reporting to the Project Manager for Scam Ready ASEAN, the MERL Specialist will design and implement a comprehensive framework to track progress, measure impact, and generate knowledge across the project lifecycle. The role supports programme delivery and learning across activities including large scale training, regional policy dialogues, and a regional campaign, plus the Be Scam Ready game targeting 3 million users and a Train the Trainer model empowering 2,000 master trainers to reach 550,000 end beneficiaries. The consultant will develop MERL instruments, support standardised databases, set monitoring and reporting standards for local implementing partners, share results and coach stakeholders on improvement, contribute to regular and final reporting, and support the selection and implementation of the impact measurement agency including analysis such as financial and non financial impact and potential SROI. Term is part time, annual contract for 2 to 2.5 years with annual performance evaluation for renewal.

Eligibility

Bachelor’s degree in a relevant field such as social sciences, statistics, economics, education or sociology. Minimum 3 years of experience designing and implementing MERL frameworks for development projects, with proven experience in quantitative and qualitative data collection, analysis, reporting and or research development. Strong understanding of monitoring and evaluation principles and best practices, strong English communication skills, and proficiency with Microsoft Office; familiarity with data analysis or survey tools is a plus. Master’s degree or training certification in monitoring and evaluation, research and reporting is a plus, and SROI certification is preferred. Preferably has experience in capacity building projects, especially anti scam or digital landscape work, and an ASEAN language is a plus. Must be available to work on site at least twice a week in Jakarta and be willing to travel internationally as needed.

Funding & Benefits

Paid individual consultancy on a part time annual contractual basis. Applicants must submit a financial proposal specifying a total lump sum amount with a breakdown of deliverables for the term. Contract duration aligns to the programme timeline of about 2 to 2.5 years with annual performance review for renewal.
